Li Xinde was born in Taizhou City, Zhejiang Province. He was back to his home town Lianchuan County, Anhui when his father had retired from the military in 1970. He was admitted by the county troupe in 1971, then joined the army in 1976. Mr. Li was assigned to the post of Supervisor of Culture Station in a remote town in Linchuan County after his retirement from the military. He began his reporter career in 1983, and focused on monitoring by reporting. He has worked for several newspaper in China. He found the website of Public Opinion Surveillance Net in 2003, which aiming to expose corruption and injustice, but it was blocked because of the report “kneeling-down mayor.”
